The US Navy’s 4th Fleet is based off Jacksonville, FL as part of USSOUTHCOM. USS Dwight D. Eisenhower (CVN-69), based on information on Wikipedia, has never been deployed as part of the US Navy’s 4th Fleet. Her deployment is credited almost exclusively to the Mediterranean and ports in the Middle East, making it necessary for parts of the 5th or 6th Fleet. As you can see in the USS Dwight D.
